BOARD OF SELECTMEN
Meeting Minutes
Regular Meeting                                                                                         September 19, 2011
Town Office Building- Common Room                                                       6:30 P.M.

First Selectman Mailhos called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Millix & Blessington, Lynn Nicholls and residents.  First Selectman Mailhos led the Pledge of Allegiance.

Approval of Minutes:

Selectman Blessington motioned to approve the minutes of September 6, 2011 as written.
Selectman Millix seconded the motion.
Vote:  3 Yes (Mailhos, Millix, Blessington)    0 No.

Selectman Millix motioned to approve the minutes of  September 13, 2011 as written.
Selectman Blessington seconded the motion.
Vote:  3 Yes (Mailhos, Millix, Blessington)    0 No.

Correspondence:

A list of correspondence was available at the meeting and in the Selectman’s office.

First Selectman Status Report

First Selectman Mailhos went over the updated report:

*TOB Lower Level Flooding – we have had work done to stop the water from entering the lower level and are hoping we have a resolution to the problem now.  We will go out to bid to get estimates for floor and wall repairs.  

*Low income home improvement grants – we still have money left over and need to seek additional applicants.  We will send out another advertisement to publicize the project.

*Senior Housing Phase III – the Housing Authority presented plans that will go before Planning and Zoning at a special meeting last week. The Housing Authority is hopeful they will go to pubic hearing in October.  They have also requested to have the BOS draft and send a support letter for the next level of funding for the project.

*Knowlton Property –  The Conservation Commission has been in contact and is in the final stages of recording the deed.  The last step will be to have the BOS adopt a resolution at a future meeting regarding the trail easement and the signing authority.    

*Turnpike Road Extension – The culverts have been installed.  The project is close to completion.

*Burma Road Repair - We received a letter from the Inlands Wetlands & Watercourse Commission who has made it clear that we need to have the road fixed.   We have received bids for the project and still need Board of Finance approval.
 
*Performance Contracting – The Energy Advisory Commission has requested to hold a special meeting on Thursday night to discuss their findings. They will then present a recommendation to move forward.

Public Works:

Lynn updated the board that the crew has finished chip sealing today.  They are still working on storm clean up and have also had members working on the water problem at the Town Office Building.  Lynn also said that she received a letter from a resident on Mirtl Road, who has an issue with people dumping brush on the Road and would like to know what can be done about it as the brush obstructs the walking path on the road.  She would like to send out a public notice to inform residents that dumping is illegal.  

  • Open Snow Plow Bids
First Selectman Mailhos opened the 3 bids that were received for the retired Public Works truck that is for sale:

Hipsky Construction:  2 trucks at $95.00 per hour
Sadow Excavation:  2 trucks at $94.95 per hour
Knight & Sons Construction:  1 truck at $150.00 per hour   

Lynn will make recommendations to award at a future BOS meeting.

  • Open 1998 Ford dump truck bids
First Selectman Mailhos opened the 2 bids that were received:

Knight & Sons Construction:  $16,800.00
Town of Branford:  $15,001.00

  • Open Burma Road – Road Surface and Drainage Repair bids  
First Selectman Mailhos opened the 2 bids received:

Knight and Sons Construction:  total bid $36,699.00
Putnam Welding & Equipment Repair: total bid:  $54,700.00
*A total breakdown of the costs is attached to the minutes.

Lynn will review the bids with the Town Engineer and make recommendations to award at a future meeting.

First Selectman Mailhos moved to award the 1998 Ford dump truck to Knight and Sons Construction as per their bid of $16,800.00
Selectman Millix seconded the motion.

New Business:

First Selectman Mailhos moved item b first under new business.  

  • Appointment
Heather Dionne was present.   When asked why she would like to serve on the Inland Wetlands and Watercourse Commission, Ms. Dionne said she has been in town for three and a half years and currently works as an arborist at UCONN.  She has done a lot of work up north in New Hampshire for the DES Wetlands Bureau and York County on the Conservation District.  She would like to utilize her education on the board.   First Selectman Mailhos thanked her and stated that the appointment would be to replace Abby Kelly.

First Selectman Mailhos moved to remove Abby Kelly as an alternate of the Inland Wetlands and Watercourse Commission based on a correspondence that is believed to be a resignation.    
Selectman Millix seconded the motion.

First Selectman Mailhos moved to appoint Heather Dionne as an alternate member of the Willington Inland Wetlands & Watercourse Commission, effective immediately, expiring May 16, 2013.   
Selectman Blessington seconded the motion.

  • Proclamation – Leukemia, Lymphoma & Myeloma Awareness Month
First Selectman Mailhos read and moved to adopt the following Proclamation:

RESOLUTION RECOGNIZING SEPTEMBER
AS LEUKEMIA, LYMPHOMA & MYELOMA AWARENESS MONTH

WHEREAS, blood cancers currently afflict more than 958,000 Americans with an nearly 137,000 new cases diagnosed each year, and

WHEREAS, leukemia, lymphoma and myeloma will kill an estimated 54,000 people in the United States this year, and

WHEREAS, The Leukemia & Lymphoma Society (LLS), through voluntary contributions, is dedicated to finding cures for these diseases through research efforts and the support for those that suffer from them, and

WHEREAS, LLS maintains an office in Connecticut to support patients with these diseases and their family members in State of Connecticut, and

WHEREAS, the Town of Willington is similarly committed to the eradication of these diseases and supports the treatment of its citizens that suffer from them, and

WHEREAS, the Town of Willington encourages private efforts to enhance research funding and education programs that address these diseases,

NOW THEREFORE BE IT RESOLVED, that the Town of Willington as well as the State of Connecticut joins with LLS in designating the month of September 2011 as Leukemia, Lymphoma & Myeloma Awareness Month to enhance the understanding of blood related cancers and to encourage participation in voluntary activities to support education programs and the funding of research programs to find a cure for them.

  • Tax Refund
First Selectman Mailhos moved to refund US Bancorp Service Providers, LLC; 4801 Frederica Street; Owensboro, KY  42301 in the amount of $2,444.66 for an excess payment.
Selectman Millix seconded the motion.

  • Resolution – Emergency Management and Homeland Security
First Selectman Mailhos read and moved to adopt the following Resolution:

AUTHORIZING RESOLUTION OF THE
TOWN OF WILLINGTON

RESOLVED, that the Town of Willington may enter into with and deliver to the State of Connecticut Department of Emergency Services and Public Protection (formerly the Department of Emergency Management and Homeland Security) any and all documents which it deems to be necessary or appropriate; and

FURTHER RESOLVED, that Christina B. Mailhos, as First Selectman of the Town of Willington, is authorized and directed to execute and deliver any and all documents on behalf of the Town of Willington and to do and perform all acts and things which she deems to be necessary or appropriate to carry out the terms of such documents, including, but not limited to, executing and delivering all agreements and documents contemplated by such documents.

Selectman Millix seconded the motion.

Good & Welfare:

First Selectman Mailhos informed the Board that WINCOG has gone out to bid for engineering services on behalf of all member towns.  The winning bid went to Jacobsen Engineering.  First Selectman Mailhos will verify that the Town will be able to use them in the event our Town Engineer is not available.

The 11th Annual Wishes on Wheels event took place on Sunday, September 18th  to benefit the Make a Wish Foundation.  The Town participated this year by having Brian French drive our new truck in the convoy.  Brian said there were over 400 trucks and it was a good ride and was impressive.  

The benches for the River Road Athletic complex have arrived.  We have received 4 or 5 benches, which have been donated by families in Town.   If anyone is interested in sponsoring a bench, please contact the Recreation Commission.  The cost is approximately $300 per bench and a plaque will be placed with the donator’s name.

Last week, the tax sale was held.  Two properties were sold – the barn on Village Street and the offices on River Road.   The good news is that the back-taxes will be paid off.  A third property, on Moose Meadow Road was paid off by the property owner prior to the sale.  Selectman Millix said someone from the Town Economic Development Commission should contact the purchasers of each of the properties purchased to reach out to them and offer any help.

The House Democrats (CT legislature) is taking testimonials of restoration efforts from Hurricane Irene on Facebook.   You can also contact our legislators, Bryan Hurlburt and Tony Guglielmo if you would like to submit testimony.   

First Selectman Mailhos thanked Chopeta Lyons and Donna Latincsics for creating a definition book of funds and purposes for the Board of Finance annual budget preparation.  She stated that it will be a great dictionary for her to refer to often as questions come up all of the time.  

First Selectman Mailhos moved to adjourn the meeting at 7:15 P.M.
